The City of Dahlonega seeks proposals from General Contractors to provide a lump sum contract for the relocation and rehabilitation of the Head House. The project includes relocation of the structure on the existing site, and the rehabilitation of the historical structure. As a result of this RFP, the City intends to enter into a contract with the selected Contractor to supply the construction services noted.

However, this intent in no manner obligates the City to any services offered until a valid written contract is fully executed by both parties. The City reserves the right to reject any or all proposals in whole or in part, to award any item, or total proposal, and to waive informality or technical defects, if it is deemed to be in the best interest of the City of Dahlonega.

A mandatory Pre-Proposal Conference will be held at 465 Riley Road on Wednesday, September 15, 2021, at 10 AM. Interested Contractors will meet at City Hall for the first portion of the meeting prior to visiting the site. All attendees must wear masks and maintain 6’ social distancing protocols in light of the current pandemic.

Questions regarding the proposal process, scope of work, clarifications, etc. should be directed via email to the Purchasing Agent as outlined in the proposal documents. Requests for Information must be received by the Purchasing Agent no later than 12:00 PM, Friday, September 17, 2021. All questions should be compiled by the Contractor and submitted to the Purchasing Agent in consolidated form as outlined in the proposal documents. Responses shall be posted no later than Tuesday, September 21, 2021.

Proposals may not be submitted digitally or by fax.

All proposals must be received for review and evaluation no later than 2 PM on Friday, September 24, 2021, at which time they will be opened.  Proposals received after this deadline will not be accepted.

Proposals will be evaluated by a committee of City staff and the Architect based upon qualifications and pricing. The contract shall be awarded to the Contractor evaluated to be the most responsible and responsive, at the discretion of the committee.

Contractors may request to withdraw their proposal at any time prior to the deadline for receipt of proposals. The Contractor must submit a written withdrawal request signed by the Contractor’s duly authorized representative.

No proposal may be withdrawn within ninety (90) days of the date of the proposal opening. Should there be reason why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the City and the Contractor.
